Housing and where cars sit

Flossmoor is a village of houses: about 82% of homes are single-family detached and about 95% are owner-occupied. There are some larger buildings too (about 12% of units are in buildings with five or more units). Most junk cars here are in a driveway or a garage, often a second car that stopped being worth fixing.

Flossmoor’s parking rules are strict, so keep the car off the street:

  • 3 to 6 a.m. ban on every street, every day (§ 270-5-7), except doctors on emergency calls.
  • Five-hour daytime limit on residential streets on weekdays, 7 a.m. to 4 p.m. (§ 270-5-3).
  • Snow: once 2 inches have fallen, no parking on any street until it’s plowed (§ 270-5-2). The snow emergency routes (Central Drive, Flossmoor Road between Governors and Dixie, Hawthorne Lane, Leavitt Avenue, Park Drive and Sterling Avenue) are posted as tow-away zones.
  • No parking on unimproved surfaces, sidewalks or parkways, so a car on the grass is a violation too (§ 270-5-9, § 270-5-2).
  • Alleys are for loading only, with 10 feet kept clear.
  • Embassy Row and Imperial Court are permit-only streets.

Flossmoor’s inoperable vehicle rule

Flossmoor’s Chapter 270, Article 9 makes inoperable vehicles or parts in public view, on public or private property, a nuisance (§ 270-9-1). “Inoperable” means the engine, wheels or other parts have been removed or altered for at least 7 days so the car can’t move under its own power (§ 270-9-6). Two details stand out:

  • A tarp doesn’t count. Covering the car doesn’t take it out of public view (§ 270-9-2).
  • Seven days after notice. The owner must remove it when police give notice, and police may remove it 7 days after the notice, at the cost of the vehicle owner or the property owner (§§ 270-9-3, 270-9-4).

Vehicles kept inside a building and operable historic vehicles over 25 years old are exempt (§ 270-9-7). The Article 9 text is online. A car left on a public street is handled under Article 8, which treats a car that can’t be driven, or one unmoved for 24 hours and apparently abandoned, as abandoned.
